LOCAL GOVERNMENT OF MABALACAT NOW IN XEVERA-MABALACAT
NEWS DATE: 2009-05-04
XEVERA - MABALACAT – The new Seat of Power in this 1st Class Municipality has been transferred to its new site at Xevera, Mabalacat.
“This is history in the making” said by Vice Mayor Pros T. Lagman in his speech before the officials and employees of the town. “We are gathered here for the first time to officially transfer the seat of power to this
brand new municipal hall” as he continued saying.
While Mayor Marino “Boking” P. Morales on his part said “this is another mile-leap of progress. In this site we don't only have a new building where all municipal offices are housed but also around it a plaza, a church, a school, a mall, a public market and other amenities such as covered courts, badminton courts and swimming pools ready to cater to our constituents’ needs.”
“Mab
alacat has only P22M annual income when I first took office as the mayor, but within two years in office we were able to convert the town from 3rd class to 1st class municipality. Today, my friend, we anticipate an annual income of P400M and estimated to increase to P700M once we become a component city of Pampanga. This progress is inevitable, do you know why? It is because we don’t stop, we keep on moving forward, we never stop achieving, we are not satisfied of what we have gained, and we think big” Morales said in his speech before the town’s officials, employees and spectators closed to two thousand people.
“It’s a one-stop-shop place” according to the acting Municipal Administrator Rosan Paquia. “Our people can now transact business with the local government in one place unlike in the old town hall were government offices are in different places like in Marina Arcade building in Dau, the mezzanine of Mabalacat public market and the municipal hall at Poblacion, Mabalacat” Paquia continued saying.
In the new building at Xevera-Mabalacat, all offices delivering direct public services are housed in the 1st floor like the Treasury, Local Civil Registry, the Assessor’s Office, the General Services Office, the Human Resource Management Office, Engineering and Building Office, the Municipal Traffic Enforcement Group, the Police Station, Bureau of Fire Protection, the Hall of Justice, Municipal Health Office with its Rural Health Center and the Office of Senior Citizens while at the 2nd floor are the offices such as the Mayor’s Office, the Vice Mayor’s Office including the Sangguniang Bayan Office and its plenary hall, the Budget Office and the Business Permit & Licenses, the Administrator’s Office. Also at the second floor are the offices of the Nutrition, Special Action Center, Agriculture, DILG, Municipal Social, Welfare & Development, the Public Employment Service, Urban Poor Affairs and the Commission on Election Office.
Just like the old town hall, the new building is
accessible by public transport, it is a walking distance about 20 meters away from the Mac Arthur Highway. It has brand new sets of furniture and fixtures, office desks and chairs, equipment and supplies. The offices are well-lighted and so the hallways. The building is centralized air conditioned with a huge plenary hall for the local legislators. Parking space for vehicles is spacious and the landscape is neatly and beautifully arranged with different flower and plant ornaments.
“Now that we have a new municipal hall, the conversion of this 1st class town is almost within our grasp” said so by Mr. Jun Magbalot, the Chief of Staff of the mayor.
“This government building is another land mark of Mabalacat in its northern part. Development in this area will surely complement the progress we have gained in the southern part of this town” said by Councilor Tom Manalo, Jr.
Xevera Mabalacat is in Barangay Tabun, the last barangay up north of Mabalacat that serves as the boundary between the provinces of Pampanga and Tarlac.
