BUSINESS PERMITS RENEWALS

The renewal of business is about to end on Friday, January 29, 2010 without imposing penalty for late filing.  As of this writing, the renewal of permits and licenses is on going which had started on January 4 and will last untill the 20th of this month.

However, on the 277th Regular Session of the Sangguniang Bayan of Mabalacat held on January 14, 2010 at the Clark Freeport Zone Municipal Hall (Annex), the deadline is extended until the 29th of January without imposing any penalty or surcharge.

Unlike in the old municipal hall, the “Business One-Stop-Shop” (BOSS) is now done whole year-round, this is so because all the local government offices are now housed in the new municipal hall at Xevera, Tabun, Mabalacat, Pampanga. 

            In this year’s renewal of permits, there are at least four steps only in securing the business permits and licenses.  These four steps are as follows:  Step 1, Basic Requirements, Step 2.  Completion of Requirements, Step 3, Request for Assessment, and Step 4, Payment

            It could be recalled that for two consecutive years, 2007 & 2008, Mabalacat has been named as one of the most “Business Friendly Municipalities in Central Luzon” by the Central Luzon Growth Corridor Foundation, Inc. for the implementation of its documented streamlined procedures on the issuance of Mayor’s Permit.

 

Sometime in the year 2007, Honorable Mayor Boking Morales issued Executive Order No. 14, series of 2007 creating the Internal Monitoring Team (IMT) that will ascertain, analyze and recommend solution to the defects of the Total Quality Management.  It intends to make sure that the issuance of business license and mayor’s permit is more convenient and easy to taxpayers through continuous improvements and innovations to the processes involved and removal of unnecessary activities and variations.  The composition of the monitoring team is Ka Roger Tanglao as the Team Leader, Ms. Myrna S. Ocampo as the Asst. Team Leader, and the members are Dra. Ma. Clara C. Aquino, Bernard delos Reyes, Engr Rod de Leon, and whoever is the Bureau of Fire Protection assigned to Mabalacat and Ms. Teresa S. Guilalas as the IMT Secretariat. 

 

The IMT conducts meeting every last Friday of the month and the last meeting was held at the Sangguniang Bayan session hall wherein the final set up in the BOSS was approved for 2010 implementation.  One of the topics discussed and approved was the issuance of Fire Safety Inspection Certificate (card form) immediately after filing the application for renewal pending the inspection of the site.  However, for those new applicants, the process of law shall be observed and a 45 day provisional permit shall be issued to the applicant.

 

Another requirement before the business permit be issued is the PhilHealth Certificate of good payment which was adopted by the LGU.  This is so because there are still establishments that do not register their employees to PhilHealth or do not remit the corresponding shares that cover the medical premiums of the latter.  However, in order to facilitate its issuance, the PhilHealth Region III has assigned personnel in Mabalacat to assist taxpayers.
